Lancashire speed fines bungle: trio face sack

THREE police workers face a disciplinary hearing after drivers were wrongly hit with speeding fines totalling £35,000.

The Independent Police Complaints Commission (IPCC) announced the action against a trio of Blackburn-based employees after an eight-month probe concluded there were "clear concerns" over their conduct.

The investigation was launched in October after it was revealed 545 speeding convictions were unsafe.

It meant fines totalling £35,000 were repaid, 1,500 penalty points were taken back off licences, and 2,115 tickets were torn up.

East Lancashire MPs have joined a motoring group in questioning wheth-er the findings would make motorists become even more disillusioned' with speed cameras.

However, the county's police auth-ority and Lancashire Partnership for Road Safety bosses have defended the scheme.

Ribble Valley MP Nigel Evans said: "People want the certainty that speed cameras are being used properly. The last thing people want to think is that they are getting tickets after passing speed cameras at the right speed.

"The police need to ensure that these things do not happen again."

Hyndburn MP Greg Pope added: "I am sceptical about speed cameras and I think most motorists are. To maintain public confidence in them, we have to be completely sure that they are accurate and a lot of people don't think that."

The IPCC probe looked into the conduct of five workers, all based at Lancashire police's central process unit in Blackburn. Bosses said one of the five was responsible for operating a mobile camera based in Blackpool and Penwortham, near Preston. The other four staff processed paperwork to be handed to courts, they said.

Two of the four administration employees were cleared of any wrongdoing, but the other two and the camera operator must face a police disciplinary hearing, where they could be sacked, bosses said.

Lancashire Constabulary has refused to comment until the hearing, expected to take place next month, is complete. Lancashire Police Authority chairman, Coun Malcolm Doherty, who also sits on Blackburn with Darwen Council, said: "I think what people should know is that the problems that occurred have now been properly dealt with. People's confid-ence in speed cameras should be remedied by that."

John Davies, manager of the Lancashire Partnership for Road Safety, which operates the county's speed cameras, said: "The cameras work perfectly well and we will continue to use them."

Naseem Malik, the North West's IPCC commissioner, said: "Once the discip-linary panels have been held, the IPCC will issue further details about the findings of the investigations."

That's only the ones who have been found out, no doubt there could be many more of us who have collected fines and points and could have been wrongly proscecuted. Them 1/2 miles over that got the ticket could actually not have been.......!!!!1

As the cameras are run by civilian staff, I'm hoping the headline 'Police Officers' is a mistake and 'police staff' i.e. civilians, mentioned in the text, are the people up before the beak.
Perhaps the Telegraph can correct/confirm??

floradora - the fixed cameras are run by non-police but the hand held cameras are run by coppers.

all the cameras - fixed and ones in vans/bikes - are staffed by civilians.

Occasionally you will see traffic officers who are police using the handheld ones but that is very rare these days.

Capt Dobey - you're living in the past. No-one pulls speeding tickets for friends/family anymore. You just can't do it - serialised ticket numbers, automatic generation of tickets. Its all done by computer.

Yes, it's about time - this has been going on for years. Quite a few years ago, I challenged a speeding ticket as I knew there was no possible way I had been exceeding the limit. The Police couldn't provide evidence that the camera had been calibrated at the time, but other paperwork indicated that it was regularly being calibrated to km/hr, which would show 30mph as over the calibrated limit.
Result, I got a larger fine and points, the Police - no action. I'm all for law enforcement, as long as it's by the book and legit.

I am all for speed traps in the areas that are dangerous and in which speed needs to be cut.

However, the only way in which they succeed in cutting speed is if people know they are there.

The signs on roads which have speed cameras on them warn drivers that if they speed, they will be caught and most of the times, they adjust their speed accordingly. Job done, safer stretch of road for everyone using it.

The objective is to cut speed in a particular area that has been statistically proven to be dangerous.

However, what I do not agree with are the sneaky use of mobile speed traps.

If people do not know the speed trap is there, they may be less careful and exceed the speed limit.

Surely, if safety is the stated reason for speed traps, then slowing the traffic down where speed is a real danger is the primary objective, not catching them when they are speeding?

That's like saying it's okay to carry a knife, we'll catch you once you've used it!!!

Surely the more effective way to use a mobile speed trap would be to advertise it well before to give motorists time to check their speed, therefore ensuring that as they pass the dangerous stretch of road, they are not putting lives at risk?

The underhand way in which mobile speed traps are used create a massive amount of resent amongst the general population, many of whom have never had a brush with the law but due to the draconian use of speed traps and traffic law (1mph over the limit?), find themselves offenders.

As I see it, mobile speed traps with no warnings (except the sign in the back of the van as you've already been photographed) is purely a revenue raising ploy.

Am I correct in assuming that the operators of such speed traps have a target to attain for the day?

If so and they haven't 'caught' as many as they need to for the day, how simple would it be to adjust the tolerance of the trap to catch people a fraction over the speed limit?

Use cameras where it is dangerous to slow traffic down to prevent accidents and get these muppets off our streets.

Our tax money needs spending where it is needed - tackling the crime that blights all of our lives, a camera is far cheaper in the long run than gangs of trigger happy speed gun lackeys!

Easy Pickings! cop fund boosting, i've been 'had' twice at 35mph, on empty/quiet road at 10am, nice sunny spot on Revidge for them to prey on us. So much major crime committed whilst our cops sunbathe and boost the benevolent fund. get out there and catch real criminals.

sanz, you whing about the copsnot catching 'real criminals', have you never thought that if they didn't have to deal with the 'innocent' motorist (who I have no doub't broken the laws of this land) then they may be able to concentrate to a greater amount on the toe rags who scourge our streets, dont break the law and I am sure that no one will bother you, break it and expect the worst!

Millie S, how ill informed you are. There are a number of flaws in your argument. Check the Lancashire Partnership For Road Safety website, it's full of the information you claim isn't advertised, including where they're going to be for the following week, for the whole county. It also points out at what speed you'll get a caution, fixed penalty or summons. As for being a revenue raising ploy, why don't we all get one back on them, AND SLOW DOWN, my, that will teach them to try & get money out of us. Your analogy with the knife is laughable. You also mentioned dangerous roads, no such thing, only dangerous drivers. It's a sad reflection on us all that the only way we can get people to recognise such a serious issue as road safety is to hit them in the pocket.

sorry to disappoint you but they're not all run by civilians at all. sure that if you look more closely when driving around the streets of Blackburn you'll see exactly who is doing what!

i carry a sign painted on a piece of board sayin SPEED TRAP. when im out and i see one i stop down the road and leave it against a lamp post, as asda says, every little helps!

The fact that maladministration has caused 500 odd people to be criminalised seems not to matter to the supporters of the ineffectual speed camera system. All will have had their insurance costs increased, maybe lost their licence/jobs etc etc
Remember that this government has presided over the mushrooming of unaccountable functionaries intent on regulating every aspect of our lives.Parking,dogwar
dens,binpolice,hips,
envirionmental health,health n'safety. What happened to common sense.Seems sadly lacking with both these functionaries and speed cameras.

This is just the tip of the iceberg! One Year Only! This fiddle and many others has been going on since 2001!
There's also another investigation been going on for over three months into financial irregularities between the Road Safety Partnership, Lancashire Constabulary, & Lancashire County Council that makes this lot look like peanuts! Hundreds of thousands of pounds claimed incorrectly under the "Netting off" process and funding of covert police operations from the fixed penalty payments! Oh just try checking the calibration certificates on the Partnership website a lot of them are out of date by two years!!!!
Falsified police computer records,incorrect figures regarding court appearances ( police figures for 2005/6 claim 24000, court records say 2300!!!

Couldn't agree more! There's a system been operating out of blackburn CTO for years that allows tickets to be cancelled without points!! Always request a photograph and you will be sent ANOTHER section 172 statement with a different date from the NIP! Keep up the correspondence with the CTO manager(He likes to write letters!!) and you should either run out of time or get a NFA letter!!) It works!

Couldn't agree more! There's a system been operating out of blackburn CTO for years that allows tickets to be cancelled without points!! Always request a photograph and you will be sent ANOTHER section 172 statement with a different date from the NIP! Keep up the correspondence with the CTO manager(He likes to write letters!!) and you should either run out of time or get a NFA letter!!) It works!
Or maybe accept responsibility for your actions and take what's coming to you. If a speeding driver kills someone, God forbid a member of your family, would you be so quick to encourage them to get away with it? I guess (or at least hope) not! Sounds like you've had plenty of experience getting off with speeding, if so, you need some re-training, you're probably not as good a driver as you think.

This system is still operating during the IPCC investigation!
Full documentary proff has been sent to Vernon Coaker Under Minister for Justice (Jack's Department) through Nigel Evans M.P.asking for an explanation as to how this can happen.
It;s definitely worth a try! Better than £60 plus 3 points!
After all the system is all about road safety, not money!

How do you know that you've been caught speeding if the cameras are being fiddled?
Never had as much as a parking ticket in my my life! 50 years driving motor-bikes (Still have one) to log waggons (Before your time) plus military vehicles.
Sorry my friend I just detest bent coppers or as they are now police operators!
