A HASLINGDEN property owner has been prosecuted by Rossendale Council for failure to respond to a Planning Contravention Notice.
David Thomas Wayne Blackledge, from Bolton-by-Bowland near Clitheroe, was prosecuted after the council launched an investigation into 1 Smithy Street, Haslingden, a property owned by Mr Blackledge.
The council received a complaint regarding the use of the premises as a mechanics garage without planning permission.
Despite numerous requests for information by the council over 18 months Mr Blackledge failed to provide adequate information.
He was then served with a Planning Contravention Notice which he failed to complete and return.
Reedley Magistrates Court upheld the Council’s prosecution and Mr Blackledge was fined £360 and ordered to pay £350 costs within 21 days.
He pleaded not guilty at the first court appointment but changed his plea to guilty on the day of the trial.
