ONE in four motorists killed in car crashes in the UK are under the age of 25. This age group is most at risk because of their inexperience of driving. The government will soon consider the possibility of introducing a graduated licence system for UK drivers. Sceptics say some aspects of such a scheme would be unenforceable but ee look at how systems like this have been saving the lives of young drivers abroad.
