Gateway to better view for Accrington roads

PLANS to transform a main road into Accrington have been unveiled.

Outline proposals to develop land bordered by Leyland Street, Blackburn Road, Barlow Street and Grimshaw Street with new homes, shop frontages and tree-lined streets are due to be discussed today by Hyndburn planning councillors.

Plans form phase two of the Phoenix Project, aimed at revamping key parts of the town with homes, shops, car parking and landscaped public spaces.

Council leader Peter Britcliffe said: “It’s an important key to the regeneration of West Accrington and the planning committee have to consider it from different angles.

“They may decide to pass it, or not, or may even suggest some changes to these plans.

“There has been so much progress along the Blackburn Road corridor as you drive into Accrington already and the process needs to continue until it has been transformed as it needs to be.”

The outline planning application is seeking permission for between 140 and 170 new homes in the area, where many existing terraces have been demolished.

Planners say the new houses will be a mixture of one to five-bedroomed homes, ranging from town house to apartments and bungalows and with specialist homes for the elderly and disabled.

The number of shops planned for the area is not known at this stage, but the outline application is seeking permission for up to 200 square metres of retail space along Blackburn Road.

The proposal also pledges to create large amounts of landscaped public space in these areas and to use traditional materials in keeping with exisiting buildings.

The proposal has met with some concerns from Lancashire County Coun-cil regarding reopening Poland Street and Percival Street to traffic.

Planning officers have recomended approval at today’s meeting but have also flagged up the need for an assessment of overall transport needs.

The owner of Pete Morgan Motors, in Grimshaw Street, which could be demolished under the plans, has also objected, saying there is no need for him to relocate in order for developments to go ahead.

The plans, which are a follow-on to the nearby bungalows and new health centre developed under Phoenix Phase I, will also affect Porter Street, Holland Street, Poland Street and parts of Lower Antley Street.

It's disappointing that 5 bedroom houses and other different types are being suggested for West Accrington to diversify the choice in housing inline with Government Policy PPS3 yet Tory Councillors don't care at all when it comes to East Accrington and continually only encourage/accept/pas
s dossers flats or two up two down shoeboxes built out of cheap grade red brick. No wonder outside of the Government areas, Accrington is going backwards with this Council's policies of what essentially is abandonment.
