East Lancashire bus lanes can be just the ticket

PLANS are being stepped up for a £20million bus lane linking Blackburn, Darwen and Accrington. As the first in a series of public consultations for the area's affected take place, we look in detail at what the plans mean for communities along the proposed routes and assesses whether the scheme really will beat congestion.

GET people on the buses, so thinking goes, and congestion on East Lancashire's roads will fall at the same time.

This is one of the driving forces behind the multi-million pound bus lane that could soon link Blackburn, Darwen and Accrington and give public transport vehicles the ability to "jump the queue" ahead of general traffic.

The proposed new routes are part of East Lancashire Rapid Transit Plan by Blackburn with Darwen council and Lancashire County Council, to improve transport between key employment sites.

And while Blackburn with Darwen Council chiefs are hailing the project, opposition leaders, traders and motoring groups have questioned the viability of the bus lane.

If the scheme is approved, the lanes would run from Darwen, along the A666 to Blackburn, and from Accrington to Blackburn through Church and Intack.

The bus lane would only be added at key points where congestion is a problem.

The project, which will cost around £20million, is on a Department of Transport high-priority list with other North West projects.

Other plans running alongside it, include the completion of the Furthergate bus lane to Whitebirk and a number of junction improvements in Blackburn, Darwen and Accrington.

Council bosses said they realised the scheme would be controversial, but felt the bus lane would provide a real alternative to car travel, thereby reducing congestion and improving road safety.

But critics have been queueing up to doubt the scheme.

Coun Kate Hollern, leader of the opposition on Blackburn with Darwen Council, said the plans could make it even harder to get access to the town centre.

She said: "Customers and shoppers need access to be easier. Shops could be cut off.

"The key to it is encouraging people in to the town centre but with the consultation looming I am cencerned the whole thing will be a farce."

Darwen MP Janet Anderson has branded the scheme "bonkers", saying it would make congestion worse and take away "parking places and gardens".

Andrew Howard, head of road safety at the AA said: "We have nothing against bus lanes in the right places.

"We usually say that if a bus lane isn't working out then they should remove them, but when it is a £20m scheme, I doubt very much this would be an option."

Traders in Higher Eanam, Blackburn, which has had its own bus route for a number of years, claim that system is not working.

Abbas Firfirey, owner of A F Furniture in Higher Eanam said: "Since they changed the road and put a bus lane in, all the shopkeepers in this area have suffered.

"We used to do very well, but now we are unable to use the front of the property for loading."

A spokesman for The Car Party, a group set up to represent motorists in the UK said: "We will campaign for a reduction in bus lanes and believe that they cause traffic congestion.

"Road space is paid for by all road users."

>>> Blackburn Road and Birch Hall, Darwen

  • Buses will be able to jump the queue with the help of a bus lane along the Blackburn-bound side of the A666 Blackburn Road.
  • On street parking could be scrapped to make way for the bus lane and Broderick Street, Lyndhurst Road, Windsor Road, Cavendish Street and Preston Street will be closed at their junction with Blackburn Road so that residents' parking bays can be set up.
  • There is a similar situation with Haldane Road, Monton Road, Westwell Street, St Albans Road and Broderick Street which could all close at their junction with Blackburn Road to create more parking space.

>>> Earcroft and Blackburn centre

  • In Blackburn town centre, a new bus terminal will be built and it will be linked to the train station which would include new shops and offices.
  • Under the plans, a link road could be created at the junction of Freckleton Street and Weir Street providing direct access for buses to the new transport interchange.
  • Improved access for buses will be created in Fielden Street for the college.
  • The junction of the A666 Blackburn Road and M65 Link Road will be tweaked and the A666 Blackburn Road junction with Birch Hall Avenue will have traffic lights put in place instead of a roundabout.
  • Priority for buses will be brought in at the junction of Bolton Road Oakdale.

>>> Bolton Road, Ewood and Shadsworth Road, Blackburn

  • The bus lane will be extended onto the A666 Bolton Road towards Blackburn. Traffic lights at the Branch Road junction will also be altered and will have priority technology to give buses a head start over general traffic and give a green light to approaching buses if they are running late.
  • The Ewood Gyratory will be remodelled to allow two-way traffic on Albion Road, while Bolton Road will be restricted to bus only access. Proposals also include closing Tapestry Street at its junction with Bolton Road to bring in the interchange.
  • A bus route will be brought in along Sandy Lane, Stopes Brow, Roman Road to Haslingden Road and the Royal Blackburn Hospital which will continue along Shadsworth Road to Blackburn Road and return to Darwen via Blackburn centre.

>>> Furthergate link, Blackburn

  • The existing Eanam bus lane would be lengthened along Copy Nook and Furthergate to the junction of Burnley Close.
  • Dedicated bus lanes will be provided in both directions along both Burnley Close and Burnley Street.
  • A new Blackburn bound bus lane could also be built along Copy Nook, Bottomgate and Furthergate.
  • The junctions of Furthergate with Burnley Close and Harwood Street as well as the Copy Nook, Higher Eanam and Audley Street junction will be improved to include better crossing facilities for pedestrians and cyclists. It is proposed that some on street parking spaces will be removed to improve traffic flow on Copy Nook.

>>> Burnley Road, Blackburn

  • Whalley Road could be a new site for a bus lane and this could once again allow buses to jump the queue, particularly on the approach to the Sparth Road junction.
  • A bus priority gate is also proposed to give southbound buses priority over general traffic.
  • The junction of Sparth Road and Whalley Road could see improved crossings for pedestrians and cyclists.
  • Whalley Road at its junction with Devonshire Drive could be improved to provide a right turning bay for northbound vehicles turning into Devonshire Drive.
  • The right turn lane would be extended to improve traffic flows at the Hare and Hounds junction.

>>> Accrington centre, Church, Oswaldtwistle, Knuzden

  • The major proposal in Accrington is to move the bus station to Edgar Street in order to make the town centre pedestrian friendly.
  • The train station could become the transport hub of Accrington under the proposals.
  • A double roundabout is proposed for the Church Gateway junction and will include traffic lights for cyclists and pedestrians to improve safety.
  • In Oswaldtwistle, on street parking spaces on Union Road could be axed and replaced with loading and unloading restrictions. There is potential for a new car park off Howarth Street to replace the lack of on street parking.
  • In Stanhill, West End and Knuzden, new bus shelters could go up with electronic displays.

>>> Great Harwood and Harwood Bar

  • The PennineReach service, which has been put forward, will a provide a link between the main towns in the area and it is thought that the core bus route would be aided by improvements to bus services In Great Harwood.
  • A new interchange is planned on Blackburn Road with better bus stops in front of the Holgate Street Car Park and adjacent to Town Hall Square.
  • There are plans redesign the Town Gate junction to remove one of the two existing roundabouts.
  • New bus stops are also planned at Lomax Square.
  • Crossing points would be provided to improve pedestrian safety.

>>> Whitebirk and Rishton

  • The main proposals on the this stretch relate to the junction of Blackburn Road, Harwood Road and High Street where a dedicated bus lane is proposed on the Blackburn Road approach to the junction in order for buses to bypass heavy traffic.
  • In a bid to improve the flow of traffic through the junction, Eachill Road could be made access only while the bus stop in Blackburn Road, heading towards Whitebirk, could also be relocated further away from the junction.

>>> Accrington Road, Blackburn

  • Buses in the dedicated bus lane would be given greater priority over traffic on the approach to the junction of Accrington Road and the new Burnley Road link road, which has been suggested, would allow further queue.
  • The Accrington Road Burnley junction will be controlled by traffic lights in order to improve crossing facilities for pedestrians and cyclists.The traffic lights at this junction will use Selective Vehicle Detection (SVD) to give a green light to approaching buses, giving them a head start over general traffic.

I travel all over the UK, frequently through business, dedicated bus lanes DO NOT WORK. The buses simply get to the end of the lane quickly and then join a traffic jam which is now worse because the buses have to filter in.
The scheme is stupid, the council are stupid.
Why do they never listen. The bus lanes will decimate the local businesses, there will be nowhere to stop and pop in, your passing trade will vanish. Please BwD council, listen to your residents and come up with a suitable option.

By all means put this into practice but make sure you have a bus service in place first, but as Blackburn Council sold off its bus transport service, the availability of bus services is now rubbish. Tough luck if you live on the outskirts of Blackburn where the bus service is non existent. Lets face it since the conservatives deregularised the bus services back in 1987 alledgedly to improve competition, service to the general public went down the pan, hence the reason for the congestion. People need to be able to travel, if the bus services are no longer available then people will use their cars more. I for one would gladly get rid of my car if there was a reliable bus service.

This all sounds very good in practice as we will all be using public transport but the in truth this will not be the case. We now have several bus lanes in blackburn and they never appear to be full of buses, just empty space going to waste and the motorist who is sat in a queue looking at the empty space is thinking "good idea or money well spent" I think not. Maybe bus lanes do work in some big cities but blackburn is not, so maybe a rethink I would suggest.

Works for me. Seen bus lanes throughout my time in London and Manchester doing there job effectively. An 'Oyster Card' also works wonders as the bus driver only needs to drive. People quickly hop on, scan their card and the bus is away in a matter of seconds! It would slash journey times as at each and every stop people are counting coins, printing tickets and receiving change.

PS Sure Capita could set up the 'Oyster Card ' system, so that would earn Labour some campaign support and a bit more funding from Ron Aldridge

As a daily bus user the bus lanes at the whitebirk roundabout are treated as a joke by the bus drivers.they often jump lanes if the lights are on red.what was the point of them?

Anyone who lives in Blackburn knows what a waste of road space bus lanes are in the town. Empty 99% of the time and the when there is a bus the driver picks which lane has a green light.Waste of space, waste of money.

£20 million queue jumping scheme for buses.

As the lanes will be 24/7 does that mean the services will be running 24/7? No.

What we are seeing here is a scheme aimed at the increase in punctuality of the public services, while non public service vehicles expel more emissions, so the bus companies have a reduced risk of being fined for being late.

The most worrying of all, is the sheer arrogance of the overpaid and under worked parasites involved in this project.

Maybe they don't realise that since the M65 extension was completed, over ten years ago, those that have dared to venture have ventured away from Accrington, Blackburn, and Darwen, in search of better paid employment and have expanded their lives outside of the A,B, and D, triangle. This project will not help those persons.

What are the increases in emissions likely to be because of the work until it is completed? Or will the buses simply drive through the construction sites!!

Conclusion; more public money wasted for the benefit of the minority to combat what is in real terms is a small amount of congestion at peak times.

I visit Edinburgh quite regularly. What a fantastic bus service there. £2.50 day return tickets, hop on and off when and where you please all day and night anywhere in the Edinburgh area - bargain! Good incentive to leave the car at the hotel. The buses I have used have a quick and easy route into the City thanks to bus lanes on WIDE well maintained roads. They are reliable and very clean with very helpful and friendly drivers. Can't say the same for the buses here.

Also "parking spaces could be scrapped". Parking spaces WILL have to be scrapped if this is to go ahead putting more vehicles on already congested side streets - but just how wide is the A666 - can this really accommodate two lanes of travel, (with or without parking) and a bus lane - oh and the odd emergency vehicle passing through rush hour traffic? As usual no real thought. Also how will the very large John Lewis lorries get to the factory at the top of Monton Road if its blocked off? Can just picture it trying to turn right off Lynwood Ave between parked cars.

I use a number of buses every day, and to be honest since the council sold their buc company to Transdev, the availability of buses has become worse than it was, no bus routes covering part of Whitebirk for some time, never mind to the outskirts! It's not as though the bus service in place now is any good, the drivers can be so grumpy at times, and I always see bus drivers switching lanes to pass through the green lights (usually at Eanam Wharf/Copy Nook), it defeats the whole objective of having a bus lane. I can't believe that £20 million of the tax payers money will be spent on a ridiculous scheme which will only cut journey times by an estimated 8 minutes at the most! Living along one of the proposed routes, they have only proposed an insulting 38 parking spaces on Burley Road for what will be about a hundred or so houses affected. Not everyone has a car but this is just preposterous, no sophisticated public transport can make people ditch their cars! Everyone knows the consultations will be a waste of time, the council like they have done in the past will just go ahead with it, only to regret it later, after millions have been wasted, and things don't go the way they expected in their 'perfect world'! Phew...that's me done!

From what i have seen buses don't even use the bus lanes - they just use the ones where the traffic lights are on green! Bus lanes are used by taxi drivers and other drivers who think they are taking a short cut. I can't see many people giving up their cars to travel by public transport whether there is a dedicated bus lane or not. I certainly won't be giving up my car to sit on a bus full of screaming kids and degenerates who seem to occupy our buses!

I went to Ivy Street Community Centre last night to listen and learn how this scheme will work on the A666. There will be one bus lane. They have identified that the traffic moving from the south (i.e. from Bolton direction to Blackburn is heaviest in the morning so the buses will only travel in that direction during the morning and the buses from Blackburn towards Whitehall will use the main road as at present. The situation will be reversed in the evening rush hour.
This has evidently been planned for many, many years so don't blame the present BwD Council. It is just for consultation at the moment. Just as well as there were shopkeepers there in the Ewood Area wringing their hands. The passing trade will be eliminated. There will be hazards for pedestrians trying to cross from Nuttall Street area. The answers were "that all the objections will be taken on board" One lady was offered a comments sheet. She said that she would require 2 foolscap sheets to comment!! Streets to be closed to eliminate right turns to speed up the traffic. I think we can relax. The scheme will not start for many years by which time the streets will be gridlocked. There is no doubt that something needs to be done on the A666 - how about spending the money on a "dedicated ring road" to bypass the town for traffic passing through?

does no-one realise that the whole point of 'Bus Lanes is to increase congestion for cars. The idea is that the 'buses speed past the standing cars, therfore encouraging people to use the bus. By the way Blazefield buses are clean and reliable, try one if you don't beleive me, fare better than when blackburn transport ran the buses, and if they were to upgrade them to their high spec buses in other areas, we would get wide leather seats, and air conditioning. The only way forward is for us to leave cars behind, and use public transport.

The only correct solution to the traffic congestion is to have 'Park and Ride' schemes like they have in OTHER towns and cities, the council can set up cost effective sites around the three towns for people to access the town centre more easily, but being Blackburn and the council (or no council) that we have, it looks as though Blackburn, again, will carry on falling behind it's neighbour towns and cities and never looking forward and implementing these solutions suitable for the 21st century.

I have read recently that a survey has been carried out on a very busy main road - with a bus lane, somewhere in the south of the country.

A certain individual (obviously with nothing else better to do) has taken a 25 metre stretch of a bus lane and activated a stop watch when a bus entered that particular stretch of road, and de-activated it when the bus emerged.

In 24 hours that 25 metre stretch of bus lane was only occupied for 15 minutes!!!!!

For that, thousands of motorists were greatly inconvenienced because of congestion (and pollution.)

Only numbties work as council road engineers.

a scheme like this was implemented ontheTyburn Road in Birmingham, which is a dual carriageway, not like the A666. The result was incresed congestion for all other road users and empty bus lanes for the majority of the time. The scheme has now been abandoned.

Don't let it happen. I've already complained to PennineReach by e-mail.

No passing trade, how many small businesses will be forced out of business!

Closing side streets which are already congested means problems for moving vehicles and will create even more rat-runs.

For Darwen, sort out the bus-stops. Buses that are picking up passengers prevent the free flow of traffic.

The configuration of the lights at Moss Bridge don't allow sufficient numbers of cars to get onto the M65, hence tailbacks.

The Pelican crossing at Hollins Grove would allow a regiment through, it's so slow to change.

20 million? Give it to me, I'll get the traffic moving more freely.

Its a good idea in principle. But it doesn't go far enough, all the Pennine reach is doing is duplicating existing routes. I live in Rishton and when I travel to Accrington I have to endure a bus journey of 30 minutes which if it went directly would only take 10-15 minutes. I don't want to go via Gt Harwood and Clayton le Moors, I've resorted to going on the 152 burnley service from Rishton High Street to the Hare and Hounds and changing buses for the 6/7 service into Accrington. I certainly hope they will bring the bus fares down as it stands now, it costs more to travel on Lancashire United's Spoton buses then it does on the train.

PARK AND RIDE WOULD BE A ONE GOOD ANSWER TO THE PROBLEM - It is about time that some POSITIVE suggestions emerged.

This of course would only affect people from out of town and would not be any use to me - I would still use my car from the area where I live to get into town because my wife cannot manage to board buses any more. But worth thinking about............

The money would be better used to subsidise the bus fares which are ridiculously high. My son and his friend travelled from Darwen to Blackburn and back and it cost them almost £8 and they are only 14 years old!

Why do we need 24/7 bus lanes, when the buses all but finish at 11pm & most of the journeys from Darwen to Blackburn during non peak times are every half an hour, isn't this a total waste of road space?

I was in the South of France recently, there they had any journey for 1 euro and if you returned within 3 hours if you kept your ticket the journey was free. I can tell you the buses were full and having to leave people behind. Why can we not have ideas like this on our bus services? But how can a bus replace a journey by car when you need to do a weekly shop or buy something of a large size?

The best way to get people back onto public transport is to make it fast, efficient, inexpensive and deliver people to where they want to go but there is as yet nothing like this available unless the train companies and the bus companies joined forces offering regular transport to and from the railway stations and delivering people to their desired destination and when I say to and from the station I don't mean boulevards.

The proposals need relooking at again. I went to the exhibition on Monday night and it was packed solid and I did not hear a single voice in favour. If you look quickly at the scheme the proposed bus lane goes to Blackburn, but not back - is this encouraging people to go and spend their money in Blackburn rather than Darwen? The removal of parking on the main roads will be the end of many small shops and businesses who rely on passing trade . Has no one thought of providing an EXPRESS BUS SERVICE as there used to be. There needs to be more bus lay bys so traffic can flow freely rather than queuing up behind buses at the moment and the buses need to be Hybrid or electric and that needs to be a priority . It is fairly obvious that the users of the system and those who will be affected by this proposal have not been consulted and a public meeting is needed so the Councillors who support this can see the weight of opposition to it. This scheme will have a major impact on our town of Darwen and it needs a proper and in depth consultation and the setting up of a group of those affected who can have direct access to the Councillors on a regular basis. I am sure there are lots more comments out there from other members of the public and if we do not point out what is good and bad with this scheme now it will be forced upon us by the Council.

How dare they give a bus priority when I have paid £300 car tax and £1.30 per litre of Diesel. The amount I pay in tax on fuel alone ( I worked it out at over £2000 per annum) I should have police outriders clearing my way on every journey.

From LD, the only time I want a bus is to take me out to the pub and they stop running at 6pm unless I want to walk 1.5 miles.

Scrap the buses coz hardly anyone uses them. If someone needs a lift pay for a free taxi it will be cheaper. You could then stop piosoning people in the town centre.

Where is the public transport to take me to my place of work in Preston?

A car averaging 56mpg with 160 CO2 takes a combined 50 minutes including peak times. Cost £6

A Bus (15 mpg) a train (5 mpg) another bus (15 mpg) each emitting hundreds and hundreds of CO2 takes a combined time of 3 hours. Cost in excess of £12.


I'll continue to dump CO2 into the atmosphere thanks. Or I could buy a 40mpg Prius and drive it far harder on the motorway and create lots more CO2.

Change for changes sake.

Currently wondering how I can afford to move abroad and leave this gutless country to the gutless who deserve it.

In Albufeira, Portugal, in ADDITION to the ordinary bus services, they have introduced 4 new bus routes. They are colour co-ordinated, Blue, Green, Red and Orange. A map shows the various routes and this is available at the Information and at the 2 Central Bus Stations. (A superb new one has just been built) The passenger buys a card for 5 Euros for a number of trips and this can be topped up as necessary. The bus is entered from the front and the card is placed on a electronic ticket machine which issues the ticket which also tells how many journeys are still available on the card. The routes cover all Albufeira and the buses, all colour co-ordinated to match their route, appear every half an hour but as some stops duplicate it is possible to catch another bus that may also go near to your destination. The buses do a "roaring" trade, so much so that the taxi drivers nearly came out on strike when the buses were first introduced. The entry and exit system works extremely well as passengers do not impede each other getting on or off. There are also multiple bell pushes to alert the driver when someone wants to get off.
The routes all go out into the outskirts of the town - the drawback is that to do half a mile your may have to do the circuit of about a mile - but enjoy the journey and get to smile and "chat" with the locals. Also they do not issue a timetable because there are so many stops to each route. One gets to know approximately what time a bus is due from experience!! Fabulous!! And you can ride around on the same bus all day if by chance it is raining!!

why can't the council see this is a non starter the a666 just isn't wide enough to safely have a dedicated bus lane.talking of safety the proposals regarding lyndhurst road/windsor road are unbelievable.these roads are allready congested with parked vehicles without the council trying to introduce more and the reopening of the back alley to allow access to windsor road beggers belief this was closed for a reason ie it was a dangerous rat or does that not count anymore as long as the council gets what it wants.

With this and closing the bus station to through traffic it's just another excellent reason not to travel in to Blackburn. Preston, Bolton and Manchester must love Blackburn council. Meanwhile the town slowly dies.

you can make all the bus lanes you want but it wont stop people using their cars they have to get home with the shopping somehow, cant see the bus companys letting people on with excess baggage, paint mirrors and pictures arnt allowed to be taken on to the bus for health and safety reasons.

Its another waste of money.The bus lanes are mostly empty and the money could be put to good use by reducing fares which would encourage people to use the buses and improving bus routes.

I went on the bus from West End to Blackburn last week with my work colleague and 2 pupils- it cost nearly £8-I coldnt believe how much it was to travel on a bus. I will continue to take the car in future.

I agree with the rest of the Comments about this idiotic idea to have a bus lane only one way from Darwen to Blackburn then onto Accrington so were do the cars go as the main road is not wide enough to have a bus lane and cars going the same way also look at all the congesting this will cause etc. As for this so-call meeting on June 16th at Darwen Town Hall that was just a FARCE about 500 people turned up but only 100 were allowed into a small room, so I call for the Organisers to get a bigger place and have a proper MEETING in DARWEN about this "BUS LANE", as far as I'm concerned this idea should be throwen out ASAP if they want to cut time etc as someone said "WHY DON'T THEY BRING BACK CONDUCKTORS BACK ON THE BUSES" and leave the main road alone except for trying to get that other Idiotic idea of Darwen's Town Centre put right.

Took me ages to find this posting form as my script blocker jibbed at the 60+ scripts that it encountered including many designed to monitor browsing activity.

Anyway back on topic.
This whole idea is ludicrous. There is terrible congestion on the A666 already without narrowing the lanes. This problem is mainly caused by the buses as it is. The bus stops and so everything stops. What is needed is just bus pull ins so that they do not restrict the traffic flow. There is also no need for quite so many bus stops with in some cases stops at no more than 100 yards apart.
Are these folks promoting this the same ones that told us that traffic on the A666 would reduce with the arrival of the motorway? It certainly sounds as though they are or share similar parentage.
When is common sense going to come into anything that this council does?
The traders in Daren with shops on the main toad have been badly hit by the change to the traffic flow and some have shut shop after many years of trading. Will this help the remaining ones? I think not.
