A FIGHT between a developer and planning chiefs over a landmark building in Rawtenstall has been settled in favour of town hall officials.
Bosses at Hurstwood, the former Haslingden-based property magnate, had appealed against an alleged failure by Rossendale council to decide on proposals for Holly Mount House, on St Mary’s Way.
Hurstwood wanted to convert Holly Mount into 15 apartments, while building three blocks of 20 apartments nearby, alongside 18 townhouses, in a three-storey block, with car parking.
But the developer and council fell out over planning conditions requiring the property firm to give details of ground levels, landscaping and car parking before the project was allowed to commence.
Ruling in favour of the council Paul Griffiths, from the Planning Inspectorate, said the details submitted by Hurstwood were insufficient to show that the scheme would not be detrimental to the surrounding conservation area.
